1. You will have seen Hong Kong telegram No 128 (copy enclosed for ease of reference) about an item on GSP in the Financial Times of 15 January. I obviously do not have the necessary information to be able to answer this telegram and I should be grateful therefore if you could arrange for a reply to be drafted.
2. I shall be on leave next week. Perhaps the draft telegram could be sent to David Hall and, as far as the FCO is concerned, copied to Mark Goodfellow in our Hong Kong and Indian Ocean Department.
