stage I question the wisdom of a further letter to Sir P Reilly.

He knows our problem on information from the PUS's first letter

and we cannot add anything useful so that the draft to him

submitted is wholly apologetic.

Reilly thinks that we need a projection of Britain window

our offices which are in fact excellent in every way. Since

again the answer which is going to have to be given for strictly

financial reasons is negative, I think we could also dispense

with an answer on this point.

Thank you for your further letter of 4 December.

On the question of the projection of Britain in

Hong Kong, you mentioned in your original letter having

met Derek Brinson in Hong Kong. He has come back

satisfied that the Trade Commissioner and his staff are

doing a good job in the general information field. The

information officer there has a good working relation-

ship with the Hong Kong Government Information

Service. Doubtless it would be possible to mount a

bigger exercise with greater resources. But the fact

remains that what determines the attitude of the Hong

Kong public to the UK is not our general image, but a

series of bilateral issues where we appear to be in

conflict with Hong Kong. It is unfortunately true

that the British case on these issues is seldom heard

in Hong Kong. But, as I said in my last letter, we

must look to the Governor rather than to the Trade

Commission to put this right. I discussed this with

Murray MacLehose myself when I was in Hong Kong, and

we have been in touch with him since. But I fear it

is a long haul.
