As a result of the minutes by Sir D Watson, Mr Wilford and yourself (all attached), I agreed with Sir D Watson that I would try a new draft to the Governor of Hong Kong. This would set out the possibilities on the lines we discussed but would also include your reservations about the lay nature of our expertise in this subject and about the inadvisability of going any further without consulting the Treasury and the Bank.

I have accordingly tried my hand at the attached draft. I would be very grateful for any comments or amendments before submitting it to Sir D Watson.
