We might also, I suggest, leave out the names of possible Commissioners: both will be able to comment on the suitability and availability of names we might throw out in discussion. It would, of course, remain open to us to write a coverer to whatever draft is acceptable to the others: any punches which are pulled can then be unpulled.
7. This suggestion involves delay: Mr Barratt is on leave at the minute, and I (if you should wish me to be involved) will be on leave for the next fortnight. In the meantime, a less specific letter could well go to the Governor to show that we are not sleeping at the switch; and perhaps making the point that, for the reasons set out by Mr Wilford, we are thinking in terms of an approach which can involve the survival of Mr Haddon- Cave. There might even be advantage in sending the Governor my crude little list of issues to indicate the sort of ground we are ranging over: he might well wish to have other items brought within our field of vision.
