difficult to maintain that Hong Kong was not a relatively rich dependent territory. He also hinted that Ministers (or at least present Ministers) here, having to face very difficult decisions on public expenditure, might not be very receptive to some of the arguments. On the basis of yesterday's performance, I could well imagine that Hong Kong's defence contribution could become an issue between the Governor and Mr Haddon-Cave.
