I attach an Aide Memoire by the Bank of England on Monetary Management in Hong Kong; and also, as you requested, my personal observations on the Bank of England paper. latter has been discussed with no-one.

You will notice that the Bank of England routed their paper through the Department here. We can hardly deny know- ledge of its contents. But for my part I shall lie low; and
if asked for my views I shall confine myself to saying that this is a matter of financial technique between them and you, and that you will no doubt be offering any observations you may have in due course.
