Douglas Blye actually returned to Hong Kong today, but fortunately I was able to get in touch with him yesterday and I told him what Mr. McGrath had said, as recorded in para. 4 of Ken Hanna's minute, a copy of which you sent me. Blye is very well aware of McGrath's method of doing business as he has already had some experience of this in Hong Kong. He is also aware that you have made warning noises to Hong Kong and that they are awaiting his return from leave. Blye completely repudiates McGrath's allegation that he (Blye) suggested that he should approach the FCO to obtain an assurance concerning the Hong Kong Coinage Order. I gather that Blye would not rule out a contract for one year with WCCI, assuming the terms were beneficial to the Hong Kong Government, but he had already taken the point which you had made in para. 3 of your letter of 9th October to Derek Jones when he first saw McGrath in Hong Kong earlier in the year. It seems therefore that your warnings are well understood by Blye and that whatever decision is eventually taken it will have regard for Mr. McGrath's business methods.

Needless to say, as you requested, I have not read over to Blye Hanna's minute, but I did tell him that Hanna had been by no means impressed. Blye fully shared this reaction.
