Mr Rushford agrees with me that we should press Hong Kong to accept the first option given in my minute. To adopt their preference would mean to introduce a new issue of gold coins by the rather obscure route of amending a schedule to the original Order.

2.

I accordingly attach a copy of the draft Order in Council which follows the first option by amending the 1936 Order to enable the Governor to make a Proclamation with respect to the new issue. Hong Kong will have all the particulars at hand which are needed for the Proclamation in compliance with article 4 of the 1936 Order as amended.

3. I am informed that it has been decided that there will be no Privy Council meeting in January; the date tentatively put forward for the next meeting is 12 February.

4. The draft Order should be cleared with the Mint and of course with Hong Kong, who will wish to put their Proclamation in #hand so that it may be approved in accordance with articles 3 and 4 of the Order.
