As you will see from Hong Kong telegram no 1282 of 27 December they would prefer the second of the three options listed in your minute and I should, in the circumstances, be glad if the necessary drafting of a new Order could now be put in hand with a view to the process being completed in time for the next meeting of the Privy Council, which you told me was due to be held during the latter part of January.

3. I am not quite clear as to what Hong Kong have in mind in regard to the possibility of avoiding any unnecessary expenses but I am taking the matter up with the Royal Mint and propose to deal with this aspect separately. I assume that when the draft of the Order has been prepared that you would wish us to communicate it to Hong Kong so that they may examine it before it is officially laid before the Privy Council for approval.
