1. With reference to your minute of 9 Jamiary and subsequent minutes, I now attach a brief which I trust covers satisfactorily all outstanding matters relating to International Labour Conventions which you may wish to discuss while you are in Hong Kong. Perhaps you will let me know if there is any other material you require? As indicated in my minute of 16 January, the files concerning the application of the various individual Conventions concerned are in various stages of action and are not all readily available. You may care to see the correspondence on this file, however, relating to the PO asked by Mr Sillars in February last which led to consideration being given to the possibility of improved declarations being made in respect of Conventions Nos.94 and 98. This correspondence was subsequently transferred from HKIOD to Gib & Gen Dept and is at folios 23 to 30. Minutes at (21) and (22) also refer.
2. I am sending a copy of the brief without the enclosures to Mr Crowson. His marginal note of
18 January refers. IIKIOD may also draw Gib - Gen Dept into any discussion prior to your departure, and I should be glad if the file could be returned as soon as possible, please.
