In addition, facilities for medical treatment in Hong Kong for the population as a whole are being steadily expanded. Government and private institutions operated by voluntary agencies, some of which are heavily subsidised by Government, provide a full range of medical services at nominal charges, which can be reduced or waived where inability to pay can be established.

As revealed in the 1971 census, 1.85% of those engaged in commerce and clerical and sales work part-time were workers. The census showed that the majority of these part-time workers were employed for sales work and in the retail trade. Because of their small number, part-time workers would not jeopardise the employment of their counterparts on full-time work.
