1. I attach a draft submission on the Hong Kong Budget and shall be grateful for any comments you may have. As last year, our aim is to keep it as short as possible.
2.
The most important point in the Budget statement appears to us to be the large deficit forecast in connection with the Capital Works Projects and the possible reaction to this overseas and within the colony itself. I shall be especially glad to have your views both on the importance of this item and your assessment of its significance.
