28. In June 1973, we recommended the creation of 55 super- numerary posts to maintain existing services at Fanling Hospital, which was taken over from the Lutheran World Service. In October 1973, we recommended the creation of an additional post of Con- sultant and four professional and nursing posts, to improve the standard of the ear, nose and throat service.

New Territories Administration

29. We made three significant recommendations during the year. The first of these, in May 1973, was for the creation of 174 additional posts mainly for district land administration. In October 1973, we recommended the creation of 81 additional posts to improve control of squatters in the New Territories and to increase the rate of demolition of illegal structures.

30. The third recommendation followed the decision to create a New Territories Development Sub-department within the Public Works Department (vide paragraph 34(c) of this report). Because of the District Commissioner's close association with development work in the New Territories arising from the 10-year housing target, we recommended in December 1973 the creation of 61 additional posts to enable the number of New Territories districts to be increased from five to seven. The two new districts are Sha Tin and Tuen Mun, each of which is headed by an Administrative Officer Staff Grade C.

Printing Department

31. In August 1973, we recommended the creation of 26 supernu- merary posts (offset by two permanent posts) to enable the Government Printer to set up a Cost Control Unit and a Production Control Unit.

Prisons Department

32. During the year, we recommended the creation of a consid- erable number of additional posts for this department, arising from the report of the Home Office advisers who visited Hong Kong following the Easter disturbances at Stanley Prison. The most significant of these was in December 1973, for the creation of additional posts of one Chief Officer, three Principal Officers and 60 other posts to provide a special unit for escorting prisoners to and from courts and institutions. 33. To provide staff for the new Tong Fuk Detention Centre, we recommended in May 1973 the creation of 49 additional posts, including
