of 1.24 million individual housing units within the 10-year housing target. Finally, in October and November 1973 we recommended the creation of 327 additional posts to strengthen the Estate Management Division of the new department, including 277 estate caretakers.
Immigration Department
22. In December 1973, we recommended the creation of one post of Principal Immigration Officer and 82 other posts to enable the Investigation Division to deal adequately with the range and com- plexity of the task of controlling illegal immigration.
Judiciary
23. The most significant recommendation was in May 1973, for the creation of two additional posts of District Judge, together with a number of supporting posts, to meet an increase in workload in the courts. In January 1974, one additional post of Presiding Officer and three supporting posts were recommended for the Labour Tribunal.
24. In November 1973, we recommended an increase in the number of posts of Court Reporter, to strengthen the reporting service in the Supreme Court and to introduce in the District Courts a similar service for criminal trials.
Labour Department
25. In June and August 1973, we recommended the creation of 120 additional posts to enable the labour and factory inspectorates to be expanded to meet the increased workload. In December 1973, we recommended the creation of one post of Assistant Commissioner of Labour (Industrial Training), together with 10 other posts, to service the newly-appointed Hong Kong Training Council.
26. In October 1973, we recommended the creation of 78 supernumerary posts for the Mines Division, to enable explosives to be supplied for use in the construction of the mass transit railway: it is expected that revenue from permit fees will more than offset the cost of these posts.
Legal Aid Department
27. In October 1973, we recommended the creation of a new post of Deputy Director of Legal Aid, to relieve the Director of certain professional and managerial tasks.
