Education Department

17. We recommended in May 1973 the creation of four posts of Education Officer (Technical), and in December 1973 one post of Principal, College of Education, for the Technical Education Division, in connection with the programme for expanding technical education, pending further detailed consideration by the Director of longer-term requirements. The creation of 23 additional supernumerary posts was recommended in September 1973 to allow the expansion of teacher training in the Colleges of Education during the 1973-74 academic year.

Home Affairs Department

18. To provide staff to implement a programme for encouraging community involvement in the Fight Violent Crime Campaign and other campaigns we recommended in June 1973 the creation of 37 supernumerary posts mainly for the City District Offices.

19. As part of the reorganization of the Colonial Secretariat mentioned in paragraph 13, the post of Secretary for Home Affairs was transferred to that department to head one of the newly-formed policy branches (the Home Affairs and Information Branch). The Secretariat for Home Affairs was subsequently retitled the "Home Affairs Department" and in January 1974, we recommended the creation of a post of Administrative Officer Staff Grade A to head the department.

Housing Department

20. As presaged in the 1972-73 Report, a new Housing Depart- ment was formed on 1st April 1973, by the amalgamation of the former Resettlement Department and the Housing Division of the Urban Services Department. In October 1973 we recommended the creation of a number of posts at directorate and senior staff level, including new posts of Director of Housing, Deputy Director of Housing and Assistant Director of Housing. In December 1973, we recommended the amalgamation of the Housing and Resettlement grades into a common Housing grade.

21. Another significant recommendation, made in October 1973, was for the creation of a considerable number of additional posts including one Housing Architect, two Chief Architects and one Chief Structural Engineer to enable the department to cope with the building
