14. Other recommendations for the Colonial Secretariat during the year included:

(a) in June 1973, the creation of a post of Principal Information Officer to establish an Information Unit, and a supernumerary post of Organization and Methods Officer to carry out a survey on the use of Government transport facilities; (b) in September 1973, the creation of three posts in a new rank of Interpreter (Simultaneous Interpretation) to meet an increased demand for simultaneous interpretation and, par- ticularly, to extend the facility to all Urban Council Select Committee meetings;

(c) also in September 1973, the creation of 20 supernumerary posts of Administrative Officer to increase the training reserve to a total of 34 posts;

(d) in November 1973, the creation of one post in a new rank of Secretary, Council for Recreation and Sport, and one post of Senior Executive Officer, to provide a nucleus of admin- istrative staff for the newly-established Council for Recreation and Sport;

(e) for the London Office, in December 1973, the creation of supernumerary posts of one Chief Executive Officer, one Senior Executive Officer, one Superintendent of Police and supporting staff to provide for an expansion of recruiting facilities in the United Kingdom, especially for the police inspectorate.

Commerce and Industry Department

15. In April 1973, we recommended the creation of a post of Principal Trade Officer and 12 other posts to enable the Director to set up a new Industrial Promotion Branch. The new branch has, as its main objective, the promotion of foreign participation in Hong Kong industry with a view to increasing technical, managerial and marketing expertise.

16. In January 1974, the ever-increasing commitments of the Industry Division generally made it necessary for us to recommend the creation of an additional post of Assistant Director to head a new Trade Division, together with a number of other posts, to enable the Director to reorganize the trade and industry sectors of the depart- ment's work.
