(c) Public Works Non-Recurrent items

Present position

At present a number of public works projects are either wholly or partly financed other than by General Revenue. These include those paid for by the Urban Council, the Housing Authority, or private donors as well as those financed from loans, and they appear under separate subheads of various Public Works Non- Recurrent Heads of Expenditure (Head 70 to 73 in the 1974-75 Estimates). The approved estimates and provision for these projects shown against current expenditure subheads include expenditure to be met from all sources and do not therefore reflect the true costs to General Revenue.

Proposal

It is proposed that in future, whilst these projects would still be listed separately under Public Works Non-Recurrent Heads, the project estimates and provision should only include the element to be financed from General Revenue, suitably footnoted to the effect that funds from other sources would appear in the below-the-line account.

It is also proposed that a list of all projects financed other than by General Revenue should be included as an Appendix to the Annual Estimates of Revenue and Expenditure.

Colonial Regulations 185 and 193

As it is stated in Colonial Regulation 185 "that the Estimates of Revenue shall include the gross receipts of the Colonial Government 辈辈 and in onial Regulation 193 "that all items whatsoeer of personal emoluments to public officers shall appear under 'personal emoluments", it appears that the arrangements proposed above may well be ultra vires the provision of C.R. 185 and 193. To avoid any doubt therefore, it is proposed that an exception be made to the above Colonial Regulations as they apply to the Urban Council, the flasing Authority and Public Works Non-Recurrent projects financed from loan funds and donations. I should be grateful if you would confirm that the proposals outlined in paragraphs 4, 7, 10&11 are acceptable and can be formally agreed.
