OVERSEAS LABOUR ADVISER'S REPORT ON HONG KONG
1. I have had a preliminary discussion with Mr Foggon about his
report and about his covering minute of 26 March. We agreed that
we should not submit his report to Ministers without comments from
the Governor. But he suggested, and I agree, that there would be
advantage in asking for such comments with some formality.
Otherwise the report might get buried in the Hong Kong machine
which would not tend to produce either action or sufficiently
speedy comments.
2. I submit a draft letter to the Governor accordingly which I
think should go from you (or, if you prefer, from Sir D Watson).
Mr Foggon has agreed.
