One member expressed the view that in order to cater for
A various needs, the programme should consist of a certain number of
Papers which would be compulsory, one or two national Papers applicable
only to the territories concerned and lastly a few optional Papers.
At the present time the two Universities and the
Hong Kong Polytechnic were offering Certificate Courses in Management/
Personnel management. These programmes might be different from the
standards of IPM, but it was possible for the two universities and
the Hong Kong Polytechnic and the Hong Kong Management Association
to co-ordinate their programmes and produce one acceptable to IPM.
Conclusion

The initial conclusion reached at the meeting was that:

a model syllabus for Hong Kong was essential
an academic body should provide the examinations
(with IPM doing some monitoring and/or marking
some of the papers by external examiners)
the setting up of a corporate body a Hong Kong
Institute of Personnel Management!
Mr. Tonkinson agreed to discuss the above three points
with the persons concered at IPM and would make a proposal at the
earliest in May/June or after October if the matter had to be
referred to the Council of IPM.
