I attach the outline programme for the Governor's visit. I have submitted separately briefs on the major topics which we have agreed to discuss with the Governor. Lord Goronwy-Roberts may also wish to cover the following subjects:
(a) Adjournment Debate.
Sir Paul Bryan will be raising the question of long Kong in an adjournment debate on 18 December. Mr Ennals will reply. I hope on 17 December to get an indication of Sir P Bryan's line, but Mr Ennals will also need briefing on all Hong Kong subjects to deal with any interventions in the debate. Gorony-Roberts may therefore wish to open the meeting with Sir Murray MacLehose by discussing the line which Mr Ennals will wish to take.
(b) Visit to Hong Kong.
Lord
Hong Kong telegrams nos. 1226 and 1227 outline the proposed programme for Lord and Lady Goronwy-Roberts's visit to Hong Kong in January. The Minister may wish to go through this programme.
(c) Briefing for the Visit to Hong Kong.
I attach the Department's list of briefs. The
Minister may wish to go through these with the Governor and to discuss any important or additional points
that should be covered.
(a) Repatriation of Illegal Immigrants.
Apart from the domestic Hong Kong issues covered in the main brief, the two major current external questions are repatriation of illegal immigrants to China and to other countries in South East Asia. I
attach copies of the latest submissions. The Minister may wish to discuss the current situation.
