perhaps reassure you that the quota on which we work
where Hong Kong honours are concerned is flexible
enough to allow for an occasional award for services
to British exports without this being to the detriment
of those whom you wished to honour for services to the
Colony. Would it perhaps be possible to use some such
phrase as "For services to trade" to indicate which
criterion was being applied?
