It is still not certain that the Secretary of State will be seeing Sir M MacLehose on 20 December; but it is probable.

I think the best way to set the scene for a meeting, if it happens, or to inform the Secretary of State of the result of Sir Murray's visit, if it does not, would be for Lord Goronwy- Roberts to send the Secretary of State a short minute on his own discussions with the Governor and the subsequent meetings in the
MOD.
