WHY DO WE NOT DISCUSS THE PROBLEM WITH THE CHINESE GOVERNMENT?
In the past friction has arisen over the question
of jurisdiction in the Walled City. I have consulted
the Governor. He intends to continue to improve the
areas around the Walled City and gradually to expand
urban services within it. It is his hope, and ours,
that this policy will generate confidence among the
City's inhabitants and a positive desire for help over
the improvement of conditions in the City. I do not
rule out the idea of our speaking to the Chinese.
But there are wider considerations to be taken into
account and I cannot therefore enter into any firm
commitment. I have listened carefully to what has
been said and will be consulting the Governor again in
the very near future.
