The density of housing and the poor
The
quality of construction of buildings in the
Walled City are matters of grave concern.
ideal solution would be to tear down and start
again. But apart from the political problem,
it would be necessary to re-house and compensate
both the people and industries now in the City.
The Hong Kong Government have a massive programme
to build houses for 1.8 million people in 10 years.
But this would be impossibly strained if the
inhabitants of the Walled City had to be re-housed
all at once.
The Governor started to clear the
areas on the fringe of the Walled City in 1973.
He plans to continue this and hopes thereby to
create demand for better housing within the Walled
City itself.

Because of the underlying political problem, the
Hong Kong Government has been inhibited from
applying the Buildings Ordinance and this has
prevented extending much licensing legislation
to the Walled City.
