MEETING WITH THE GOVERNOR OF HONG KONG AT 11 A.M. ON 18 JUNE 1974

1. I submit papers for Lord Goronwy-Roberts's meetings with Sir Murray MacLehose. I have not separated the Agenda for the first meeting and for the follow up talks at 11 am on 20 June. The latter can be used for tidying up outstanding questions.

2. Once again I suggest that we work from an annotated agenda. This follows the form of Lord Goronwy-Roberts's meeting with officials on 23 May. Nearly all items on the agenda have also been the subject of separate submissions and despatches. These are attached as annexes.

3. The purpose of the meeting is to run over the spectrum of Hong Kong problems with the Governor and to take decisions where necessary. I suggest that Lord Goronwy-Roberts

should allow the Governor to open on each topic and then proceed as proposed in the annotated agenda.

4. Two questions, in particular, will need a high level decision. These are the death penalty (item 5) and the Chinese "representative" (item 14). Sir Murray MacLehose will be discussing these with the Secretary of State on

21 June.
