LORD GORONWY-ROBERTS'S MEETING WITH THE GOVERNOR OF HONG KONG AT

1.
I suggest that, in the limited time available, we should concentrate first on those items in the annotated agenda which I submitted on 14 June that need concrete decisions or discussion.
2.
I recommend that we should deal with them in the following order (item numbers and references in the original annotated agenda shown in brackets).
A. Possible Constitutional Developments (item 2)
We need to consider further the possible introduction of a "member" system; and, in particular, the Governor's nominations for appointment to Legislative and Executive Councils at the end of this month. (Flag B).
B. Death Penalty (item 5)
This question will now be considered by the Secretary of State on 24 June. Lord Goronwy-Roberts may wish to send him a paper embodying his own conclusions before the weekend. (Flag E).
C. Chinese Immigration, Legal and Illegal (item 15)
The question for decision is whether the current position in the case of the student Tsui, makes this the right moment to approach the Chinese on the general question of immigration into Hong Kong. (Flag J).
D.
Illegal Immigration from Third Countries (item 13) The 118 South Vietnamese have now been returned, leaving one behind. Mr Martin Ennals has come to see the Governor, at his own request, to voice his disappointment; to express the hope that the one who has remained behind will be allowed to go to a third country if not to remain in Hong Kong; and to say that Amnesty hopes the South Vietnamese Government will be kept to their promise not to treat the returned immigrants harshly. We have informed Hong Kong. A disturbing piece of news, which may prove false, is a Reuter report (Hong Kong telegram no. 10 to Saigon) that one of the
