TALKS WITH THE GOVERNOR OF HONG KONG
1.
I submit a draft minute which Lord Goronwy-Roberts may wish to send to the Secretary of State before he sees Sir Murray MacLehose on the afternoon of 24 June.
2.
The minute would enable Lord Goronwy-Roberts to report to the Secretary of State on his discussions with the Governor and to give his own view of the situation in Hong Kong. It would also provide a framework for the Secretary of State's own meeting with the Governor.
3.
I understand that a separate submission on the question of the Representative has not been forwarded to the Secretary of State since it covers much of the ground of a previous submission. I have therefore tried in this minute to cover this and other points more in the form of an annotated agenda which the Secretary of State could use as a reference paper for his meeting.
