(f) Fugitive Offenders Act (paragraph 34)
The Secretary of State decided that we should not pursue with the Home Office the idea of amending the Act to remove the "double criminality rule" in its application to Hong Kong. He concluded that the FCO view would not prevail against the Home Office and the Law Officers. To round this up we will be submitting that no change was possible and that we should inform Hong Kong accordingly;
(g) Kowloon Walled City (paragraph 48)
Lord Kennet has said that he intends to raise the question in the House of Lords.
