BACKGROUND NOTE
1. Nr Heath, as Prime Minister in the previous Government,
had planned to visit China and Hong Kong in January this year
He announced the postponement of the visit in the House of Commons
on 18 December. Subsequently there has been no movement on this
question either from the Chinese Government or from us.
