VISIT BY THE GOVERNOR, HONG KONG
The
The Governor, Sir Murray MacLehose, will be visiting the FCO for consultations from 17-20 June. procedures for dealing with a visit by the Governor are laid down in Dependent Territories Departmental Practice (Part I, Chapter 1, para 15 and Chapter 16, Section D.1).
Most of this action in compiling a programme,
arranging VIP facilities at the airport, booking accommodation etc is done by the desk officer in HKIOD. For an example of what was done last year, please see the file (HKK 3/548/10 1973).
1. Programme
Draw up outline programme, similar to last year's (based on a large office meeting with the junior Minister responsible for Hong Kong affairs and all interested officials). Include calls on S/S, PUS etc. See also Mr Stuart's letter at (2) below. The draft programme should be sent to the Governor in Hong Kong for comments. The finalised programme should be copied to all concerned in the FCO including Private Offices.

Arrival at airport
Arrange VIP facilities at airport telephone no of Duty Room at airport is: 759-7432. Write to Customs in advance re customs facilities - see last year's file.
3. Car
Arrange a car to meet Governor on arrival; for his departure and for any engagements in his programme where necessary. See my letter to the Superintendent of the Car Pool in last year's file. (Telephone Miss Hinchcliffe, Government Car pool 212-5456).

Office Accommodation
A room in the Office should be made available for the Governor's use. We usually find that this is a free room belonging to a legal adviser on the floor below this - check with Mr Randall (MB 1041).

Entertainment
A junior Minister and/or Senior official, often wish to invite the Governor for a meal. This should preferably be arranged at a lunch-time. The Governor likes to keep his evenings free to read papers while he is in London.
