Thank you for your letter of 15 March about your own movements. I have consulted Duncan Watson and Teddy Youde. I have also had a word with Lord Goronwy-Roberts. All of us think that the timing of your proposed visit in June is likely to be about right. Ministers are naturally pre-occupied with affairs in Europe and the Middle East. Lord Goronwy-Roberts has only just come back from the Queen's visit to Indonesia, and since he is in the Lords, we will also have to brief and consult other FCO Ministers in the Commons. I doubt if this process will be complete before June. If, as you say, there had been serious problems which needed discussion now, then our conclusion might have been different. But, with luck, this should not be the case following your recent exchange with Duncan Watson. There are of course a number of questions of potential importance; but none of these is sufficiently actual to suggest any change of plan at the moment.

2. As for your programme, you will have heard the sad news of Pat Kelly's removal, having been manoeuvred into The Hague; but we are promised a bright young man in her place and will impress on him the importance of looking after the Governor properly.
