1. I attach an annotated agenda for Lord Goronwy-Roberts's meeting at 3.00 p.m. on 23 May. This broadly covers the field of our current relationship with Hong Kong and necessarily excludes much detail. But since we shall be taking a general view of the relationship, we shall need to consider the whole field, even if there is not sufficient time to deal with each question separately.
