interests are well represented in Legislative and Executive
Council, who are the Governor's principal unofficial
advisers. The Governor's problem is to involve the
interests and energies of the ordinary people.
In 1967 during the Cultural Revolution, the mass of the
Hong Kong population supported the Government, passively
if not actively. They still do. But inflation and falling
real wages could erode that support.
