I gather, from a letter received a few weeks ago from Teddy Kidd, that there have been instances of Hong Kong Government officers making their own arrangements to see a Minister, or the Permanent Under-Secretary or other F.C.0. officials.
We do not want these visits to become a nuisance to you, though we are happy for any of our senior officers to meet those in the F.C.O. with whom they have dealings, or whenever a meeting may serve a useful purpose.
We therefore suggest that the best way of controlling this is for a Hong Kong Government officer who wants to see an official in the FCO to make his request to do so through the Hong Kong Department.
If it would be appropriate for an officer to see a Minister or the Permanent Under-Secretary, we would normally ask you from here to try to arrange it. Otherwise we would be happy to leave it to your discretion to decide if an interview should be arranged and at what level.
If
I have copied this letter to Teddy Kidd, so that he may refer to you any requests for meetings in the FCO. you agree to this arrangement, you will perhaps draw it to the attention of your colleagues in the F.C.O., so that they can refer to you any requests which they may receive from Hong Kong government officers for interviews.
