The Hong Kong Colonial Secretary is the Governor's

principal adviser on policy, the government's chief executive, and

head of the civil service. Mr Roberts was born in 1923 and

appointed to his present position last year. He was previously

Crown Counsel in Nyasaland (1953), Attorney-General in Gibraltar

(1960), and Solicitor-General (1962) and Attorney-General (1966)

in Hong Kong.

Mr Roberts' calls on Lord Goronwy-Roberts and Sir Thomas

Brimelow are mainly courtesy calls. He is currently on leave in

the UK, and is visiting the Office with our encouragement. He will

be having general discussions with the Department and has not given

notice of any particular points which he wishes to raise with

Ministers or senior officials.

I attach background notes on questions of topical interest

in Hong Kong in case Mr Roberts raises them. I will attend both calls.
