But a visit by a Foreign and Commonwealth Office Minister is also
overdue.
3. HKIOD would also like to propose a visit by Lord Goronwy-Roberts
to Hong Kong. Mr Stuart mentioned the possibility to the Governor
when he was here recently. Sir Murray Maclehose confirmed that he
would welcome a visit: apart from enabling the Minister to gain a
first-hand impression of Hong Kong and its affairs and problems,
it would serve as a valuable token of HMG's continuing interest
the Colony.

4. SEAD have no suggestions to make at this time, but depending
on the outcome of current discussions on the timing of the
SEATO Council Meeting, may later wish to propose that Lord Goronwy
Roberts consider a visit to New York for the Meeting, en route to
Fiji.
5. I therefore recommend that Lord Goronwy-Roberts should plan
to visit New Zealand, Australia and Hong Kong following the
celebrations in Fiji subject to agreeing convenient dates with the
authorities in those countries.
