We spoke about the attached Departmental notice, which I have subsequently discussed with Mr Galsworthy, in Lord Goronwy-Roberts's office, and Mr Dales (Private Office).

Lord Goronwy-Roberts may well be visiting some of the territories for which he has responsi- bility before long. Nothing is yet decided, but his office have the first 10 days of December 1974 in mind for such a tour, which would certainly include Hong Kong. Lady Goronwy- Roberts would accompany the Minister.
The
No firm arrangements have yet been made about the Secretary of State accompanying The Queen during Her Visits abroad in April/May 1975. Private Office say that we should, however, assume that the Secretary of State will accompany The Queen to Japan, and also to Hong Kong just before the Japanese Visit. Mr March (FED) emphasised, however, that nothing had yet been fixed with regard to the Secretary of State going to Japan and Mr Galsworthy mentioned that, although the Secretary of State might well accompany The Queen to Japan, this did not necessarily mean that he would accompany Her to one of Her possessions abroad.
In these circumstances, I think we should note the two possibilities on the attached form, but describe them both as tentative. If you agree, I will have the form completed and sent off to P&CD.
