Lord Goronwy-Roberts mentioned today that he was thinking
that a visit to Hong Kong might be feasible in the early part
of January.
2. The view of the Department is that this would be a good
time of the year, avoiding as it would the Chinese New Year
holiday period (early February) and the run-up to the Hong
Kong budget.
3. The Department have no information to suggest that at
that time there would be in Hong Kong practical problems likely
to reduce the effectiveness of a visit. However, Lord
Goronwy-Roberts might like to ask the Governor, or to instruct
the Department to do so. I attach a draft telegram in case
Lord Goronwy-Roberts would wish to enquire personally.
