I promised to send you the attached text of a message to Mr Heath from the Governor of Hong Kong.

In fact I understand from Michael Wilford, my Under- Secretary, that Sir T Kitson has already covered some of the points in the Governor's telegram with him, specifically the question of where the party should stay, of a possible helicopter trip around the territory, and of a dinner to be arranged by Y K Pao. Sir T Kitson also mentioned his own interest in racing.

I will incorporate these points in the reply to the Governor with any amendments you may now wish to make. Perhaps you could let me have your views on the remaining suggestions in the telegram as soon as convenient to you?
