The Hong Kong Commissioner has suggested that we might give you some briefing for your forthcoming visit to Hong Kong. I enclose a background note covering various matters of topical interest, together with the text of the Governor's major policy speech at the opening of the Legislative Council in October 1973 and a list of the members of Hong Kong's Executive and Legislative Councils.
I hope these will be useful.
I am sending a copy of this letter together with copies of the enclosures to Mr K H Clarke MP who, I understand, is also visiting Hong Kong at the same time.
