Sir Harwood Harrison, MP chairman of the Defence and External Affairs Sub-Comittee proposes to visit Hong Kong at the beginning of October on his way to a conference in Tokyo. He will be staying with OBF Hong Kong who is co-ordinating a programme for the visit.

The exact dates of his visit will depend on whether or not there is a General Election; if there is no Eléction ne plans to be in Hong Kong from 29 September to 1 October. While there, he will be visiting Naval and Air Force Services and we shall, therefore, wish to provide him with snort background briefs. To allow a reasonable time for the preparation of these briefs, although CBF Hong Kong has not yet prepared a detailed programme', I should be grateful if you could organise short background notes, for the Navy and Air Force respectively, for us to give to Sir Harwood. These should cover such items as the role of each Service unit and establishment in Hong Kong, the numbers of Servicemen and their dependants, recreational and welfare facilities etc. and any other matters of importance. Sir Harwood will also wish to receive biographical notes on the Commanding Officers, of each Service and on other Senior Officers he is likely to meet. Although, as Chairman of the Defence and External Affairs Sub-Committee, Sir Harwood is cleared. to receive information up to and including SECRET, these briefs should, if at all possible, be unclassified so that we can send them to his home address (as Parliament is in recess) and enable him to take them with him on his trip. DS6 are preparing similar notes on the Army forces in Hong Kong.

3. As soon as we have more details on the content of the programme we shall let you know. F1 (N) will be providing Hong Kong with a copy of our normal guidelines on dealings with the Sub-Committee, information which may be released, etc.
