LIAISON WITH HONG KONG POLICE AND HONG KONG POST OFFICE

On request I broke my return journey from Australia in Hong Kong for one day. This proved to be an intensive day which started the moment I got out of the aeroplane and carried on till I got back in the aeroplane. I had formal meetings, several, at Hong Kong Police Headquarters with Senior Officials and at Post Office Headquarters. I addres:ed the Forward Flanning Broup of the Hong Kong Police.

This proved to be a most valuable visit. The Hong Kong Police were about to embark on a major programme of re-equipping and it appeared that they were in receipt of some very dubious and sales orientated advice. There was also a distinct tendancy for them to swing way from British practice and become American dominated. Since that visit we have had several attachments from the Hong Kong Police and have provided a great deal of assistance and advice. British manufacturers have also visited Hong Kong and in general the new system is very much more in accord with our ideas than ever before. I was visited again at my Headquarters on the 10 May by Superintendent Poole of the Royal Hong Kong Police who is largely concerned with the operational planning of the new system. I had just finished a very good tour of the UK which we ar anged and h was most appreciative of our continued assistance. Again he stated that he would welcome a visit to Hong Kong particularly from myself to spend a bit more time on their detailed plans now that t ay have got them in shape. Rumour has it that Motorola will probably get the main mobile and personal radio contract but the door is still open for other firms to participate, Motor la state that they will use their new factory at warrington as the manufacturing and supply base not only for the UK but for such British territories as Hong Kong. If this is adhered to it will be quite a significant achievement in keeping all that business in the UK. For obvious reasons the Foreign and Commonwealth Office would like it this way •

Authority is requested for me to visit Hong Kong late September early October 1974 for a period of one week and to take with me Mr R G Barrell for a secondment to the llong Kong Post Office for period of two months. I would like to launch Mr Barrell into this secondment with the Post Master General in Hong Kong and also with the Commissioner of Folice, Hong Kong. You will note that the Hong Kong people would like to get this settled quickly. With all our usual preoccupations here I have had to give attention to priorities but believe that this could now be suitably arranged. copying this minute to the FCO so that they might discuss internally and indicate whether they support the visit.
