Thank you for your letter of 16 January on this subject. I am sorry if my earlier letter was obscure: I should have made it clear that the expression "country, territory or region" was unacceptable to the Chinese not to UNDP and that they held this view both in the text of the UNDP documents and the documents pertaining to narcotic drugs.
