HONG KONG AND THE UNITED NATIONS.

1. Would you please refer to your minute of 28th January, which
was addressed to Mr Wenban-Smith in this department.
2. I should like to draw your attention to document E/CN.7/560
Corr.1. of the 7th January. This document (Flag D) , proposes
the addition of "or Territory" between the words "country"and
"within". This does not seem to me to tie in with Macrae's
letter 4/6/1 of the 9th January (Flag A) which says that
?
"Territory" would not be used in the listing of Hong Kong in
Narcotic Drug documents.

3. It is possible that the Chinese might take exception to
document E/CN.7/560 Corr. 1 when the Commission on Narcotic Drugs meets in Geneva from 18th February to the 1st March.
I suggest therefore that you copy your letter to Eric Callway
at UKMIS Geneva who will be covering the meeting, so that
he will have some idea of what to expect. I should be interested
to find out at whose instigation this amendment was proposed.
As it does not seem to be at the suggestion of either the UK
or China one must assume that the Secretariat are responsible.

4. It might also be worth adding a paragraph to the draft letter
on the following lines:

"We have just seen document E/CN.7/560 Corr. 1. It is
possible that the Chinese might/object to the inclusion of
"or Territory" in the text. Should they do so, we would not
want to press our point against their opposition."
