I enclose a copy of a memorandum from the Commerce and Industry Department mentioning further drafting misdeeds by ECAFE Secretariat. Il May I leave it to you to take this up with the ECAFE Secretariat as you think best. I do not suppose that we will ever cure them of calling Hong Kong a country at least by implication. But in the example mentioned in paragraph 3 of Mr Souza's memo the use of the word "countries" is entirely pleonastic.
