1. In your letter to Christopher Hulse of 8 January you brought up again the old problem of Hong Kong being described in international conference documents as a "country". I hope that Whitelegge's letter to Viswanathan will have done something to bring home once again to ECAFE the particular trickiness of this point. I did, however, take the opportunity of a meeting with Maramis the other day to have an informal word with him about this. He took the point completely.
2. I hope that as a result of all this the penny will by now have dropped in ECAFE though it would perhaps be over sanguine to expect that we shall find ourselves completely rid of the problem. At any rate we shall
all of us be on the alert in Colombo and shall take whatever opportunity presents itself there of nudging those responsible for drafting in the correct direction.
