MEMBERSHIP OF ECAFE

You sent me a copy of your minute to Mr Spendlove of 12 February asking for views.

My preliminary view is that we should not willingly or voluntarily withdraw from ECAFE. This view is, however, concerned primarily with the Hong Kong aspects, and it may be that, in the wider context, other departments will have different views. If, however, we do seriously contemplate withdrawal, then I am sure that we should seck Hong Kong's views first. This would normally mean a letter to the Political Adviser, but since time seems to be short we may need to send a telegram.

3. It seems to me that Hong Kong would indeed be illplaced to defend her status without our cover.
