4. Since dictating the above, I have seen the letter of 25 February from the Executive Secretary of the conomic Commission for Latin America (ECLA) (enclosure with folio 12 on UF 23/1) in which he invites the UK to send a representa- tive to the Latin American Regional Meeting in preparation for the World Conference. This Meeting is to be held from 15-19 April in Costa Rica. It seems to have been generally agreed that it would not be worth our while to send anyone from London for this Meeting, but we have yet to send a formal reply to Snr Iglesias. I wonder whether there might not be some value in letting Sir Rupert Jon attend that meeting, since the West Indies Associated States are associate members of ECLA. But it would have to be made quite clear that he was not representing the UK.
