UK ATTITUDE TOWARDS THE COMMITTEE OF 24

I attach a copy of a letter from Mr Ivor Richard making recommenda- tions on what attitude we should take towards the Committee of 24.

The general line he proposes seems convincing; but a number of questions will need careful examination before we seek authority from Ministers for the policy changes which are involved.
3.
Mr Campbell has sent an interim reply promising to let him have a substantive answer as soon as possible. I suggest therefore that departments to which I have copied this minute should give urgent consideration to the particular problems which concern them with a view to a meeting towards the end of next week - which you or Mr Larmour might wish to chair - to discuss the lines of a submission to Ministers.
