Committee's discussions on the New Hebrides is seriously

inhibited. It must also be made clear that without French

agreement no visiting mission can be accepted. I recommend

that we advise Mr Richard to proceed as above.

NEXT STEPS

32.

(i) Ministers will wish to decide on the recommendations

in paragraphs 14, 16, 19, 23, 26, 27, 28, 29, 30,

31 above.

(ii) UN Department will then submit a draft reply from

Mr Campbell to Mr Richard, incorporating Ministers'

decisions.

(iii)

At the same time UND will arrange to inform the

Americans, French and Australians of the intended

changes in our policy.

(iv) Mr Richard then intends to go over the ground with

the Chairman of the Committee in order to attempt

both to make our position clear and to obtain what

undertakings of good conduct he can.

(v) The Mission would then inform the Chairman in writing

of our proposed new policy. We would ask to see

this in draft. We might then arrange for an

announcement in Parliament by whatever seems the best

means at the time, as well as for appropriate press

publicity in this country. We should also need to

tell Governors of dependent territories and the

Governments of the Associated States and Brunei of

our intended change of policy before any public
